[FIXED]Decoded METARs

Hello,

I noticed that Canadian METARs are not decoded properly, they seem to be in another country's format. Here's what I get for Ottawa:

[This is]CYOW[information]A[at time]2200[expect ILS approach][runway]07[in use][transition level]50[wind]090[degrees]6[knots][visibility] 24[kilometers][few]{6300}[feet][temperature]23[dew point]10[QNH]1023[advise on initial contact you have information]A

I will look into it. It probably has something to do with a database overhaul I did in conjuction with the changes to the website.

It seems to be pulling up the generic template.
